Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:-


(a) whether Central Government Employees’ Welfare Housing Organisation (CGEWHO) undertakes housing projects for the Central Government employees in different parts of the country;

(b) if so, the details thereof including the projects in progress and under planning;

(c) whether the CGEWHO has conducted any survey to assess the requirement/ shortage of houses for the Central Government employees;

(d) if so, the details and the outcome thereof; and

(e) the steps taken/ proposed to be taken by the Government to address the issue?

ANSWER
(a): Yes, Madam.

(b): The details are at Annexure-I.

(c): Yes.

(d): Central Government Employees’ Welfare Housing Organisation (CGEWHO) has conducted demand survey in respect of 20 stations in August 2009, the details of which are at Annexure II.

(e): Since its inception in 1990, the CGEWHO has been able to complete 29 housing projects across the country, catering to 13345 Central Government employees. Besides, the construction of 6010 dwelling units is under progress and under planning. Further projects will be based on the availability of land by the respective State Government entities. In the absence of land not being provided by the State Governments, CGEWHO would consider taking up feasible turnkey projects.

Bank Strike – 10% increase in Salary not accepted by UFBU

Subsequent to the call for 2 days' All India Bank Strike on 10th and 11th February 2014, the Conciliation Proceedings were held today before Shri B.K. Sanwariya, Chief Labour Commissioner (Central) at New Delhi. IBA was represented by Shri M.V. Tanksale, Chief Executive, Shri K. Unnikrishnan, Dy. Chief Executive. The meeting was also attended by the officials from Department of Financial Services, Government of India. From the UFBU side, the leaders of all constituent unions were present.

We reproduce the Minutes of Conciliation Proceedings held today at New Delhi, for the information of members.

"The representatives of the Indian Bank's Association (IBA) submitted written comments. A copy of the same was given to the representatives of United Forum of Bank Unions (UFBU). Prolonged discussions were held on the points submitted by the parties.

The representatives of the Indian Bank's Association (IBA) stated that negotiating committee convened meeting on 17.01.2014 with the representatives of UFBU. IBA enhanced the offer from 5% on salary slip to 9.5% on the salary slip. Again meeting was held on 27.01.2014 with the representatives of UFBU and an improved offer of 10% was made. Representatives of the IBA requested that the next meeting with the representatives of UFBU can be made on 13.02.2014 and UFBU should not go on strike on 10th & 11th February 2014 but the demand for further increase beyond 10% can be settled during ensuing Bi-lateral meetings.

CLC(C) welcomed the views of the IBA and requested the representatives of UFBU to accept the offer for bilateral meetings. CLC(C) also requested the representatives of IBA to arrange the bilateral meeting before 10th & 11th February 2014.

CLC(C) further made appeal to the representatives of UFBU to withdraw the proposed strike call on 10th & 11th February 2014 and should come forward for bilateral meeting as proposed by the representatives of IBA.

The representatives of UFBU stated that 10% increase offered by the IBA is not acceptable and there should be further forward improvement in the offer, then only UFBU may reconsider the deferment of the proposed strike call."

Inasmuch as the Conciliation Proceedings remained inconclusive, the 2 days' All India Bank Strike on 10th & 11th February 2014 stands.

Comrades - Implement the strike action programmes in full with absolute display of solidarity and strength and make the 2 days' All India Bank Strike on the 10th & 11th February 2014, a grand success.

Comrades, all our units are called upon to make all-out efforts and make the strike action a total success. Please send us the report on the implementation of the strike.

Note:
Please note that the strike action will begin from 6 am on 10th (Monday) and accordingly units should ensure that those employees who work on shifts in clearing department, service branch, night clearing, etc. should participate in the strike without any deviation. As already clarified, all probationers should join the strike call.

Sub: Feedback of the meeting held on 7.2.2014 between the Full Board and the Federations on Strike Ballot Charter.

On the call of Railway Board, a meeting was held today between the Federations and Full Board under the chairmanship of Chairman, Railway Board, to discuss Charter of Demands of the Federations. Railway Board was represented by the CRB, FC, MS, MM, ML and MT. In the meeting, following deliberations were taken place.

1. New Pension Scheme

It was agreed that this issue will be referred to MoF for reversal of New Pension Scheme.

2. Restructuring of Trackmen

It was agreed that the Restructuring Ratio of Trackmen – 06:12:22:60 will be implemented without loss of time.

3. LARSGESS

House to the wards of those Railwaymen who recruited under LARSGESS will be allotted on out of turn basis according to their entitlement.

Extension of the scope of LARSGESS to staff of TRD, Bridge, Power and Track Machine Organization and Track Khalasi has been agreed to by the Railway Board.

Railway Board’s letter reg. 20 years service for Safety Categories will be withdrawn, which means, if any person comes on transfer from any other cadre, and at present working in the Safety Category, will be eligible for opting LARSGESS.

4. Cadre Restructuring — Financial Neutrality

The issue of financial neutrality for Cadre Restructuring was discussed at length, and it was agreed that, instead of financial neutrality, expenditure neutrality will be analyzed, and the CPOs and FA&CAOs of the Indian Railways will be advised to appropriately settle this issue in consultation with the recognized unions.

5. (a) Implementation of unanimous recommendations of the Departmental Anomalies Committee

(b) MACP Anomalies

The issue of implementation of unanimous recommendations of the Departmental Anomalies Committee will be reviewed by both the General Secretaries of both the Federations and Member Staff and Financial Commissioner(Railways), including the anomalies of the MACPS, and where it is found that there is need, MS and FC will take up the issue with the Secretary(Finance) and Secretary, DoP&T, to resolve the matter.

6. Upgradation of apex grade Group ‘C’ posts as Group ‘B’

It was agreed that the Member Staff and Financial Commissioner(Railways) will go to Secretary (Finance) for getting approval of 3335 posts, needed for upgradation of apex grade Group ‘C posts as Group ‘B’

7. Issues related to Running Staff

A Joint Committee will be formed to resolve the issues related to Running Staff.

8. Absorption of quasi-administrative offices staff working in union offices/federations in the Railways

The matter will be reviewed by the CRB himself and the outcome of the same will be known to the Federations within 7-10 days.
Staff Side also demanded upliftment of Railway colonies and improvement in medical facilities.

At the end, CRB agreed for setting up of a Joint Committee to settle the remaining issues of the Charter of Demands in a fast track manner, and assured the federations about his cooperation to resolve the issues within a time bound manner. He also appealed to the Federations not to take any precipitative action.

FOREIGN ALLOWANCES FOR DIPLOMATS

Will the Minister of EXTERNAL AFFAIRS be pleased to state:-

(a) whether his Ministry has withdrawn its proposal for higher foreign allowance for diplomats;
(b) if so, the details thereof and the reasons therefor;
(c) the details of foreign allowance being paid at present for the different scales of IFS officers, grade-wise; and
(d) the total expenses incurred by the Government on account of the same during the last three years and the current year year-wise?

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRIMATI PRENEET KAUR)

(a) & (b) There is no proposal by the Ministry for higher foreign allowance for India-based officials in Indian Missions and Posts abroad. The Ministry has been in correspondence with the Ministry of Finance to address some technical issues raised by the latter related to annual review of indexation of foreign allowance.


(c) Under the Indexation Scheme being implemented since January 1, 1998, foreign allowance of India-based officials in our Missions and Posts abroad is determined as per a prescribed basket of goods and services extrapolated on the basis of the United Nations Retail Price Index (UNRPI) for different stations. This is reviewed annually by a joint team from the Ministry of External Affairs and the Ministry of Finance.

(d) The Ministry does not maintain a separate head of account for booking expenditure solely on account of foreign allowance as allowances are drawn along with basic pay including grade pay of the officials concerned. Expenditure on account of salary, including foreign allowance, for the last three financial years and the current year, in rupees crore, are as under:

Dear Comrades,


VII-CPC – Terms of reference-

               The members of the National Secretariat of the Confederation available at New Delhi met on 23rd Oct. 2013 and again on 24th October, 2013 to discuss and formulate our views on the 7th CPC terms of Reference.  On the basis of the discussions, we prepared a draft terms of reference and submitted it for consideration of the Staff Side.  The important points we placed in our draft for the consideration of the staff side were:-

(a)    The Commission to examine the present structure of pay and allowances and suggest changes.
(b)    To give effect to its recommendations from 1.1.2011 i.e. wage revision must be after       every five years.
(c)    D.A (50%) to be merged with pay with effect from 1.1.2011.
(d)    To determine Interim relief taking into account the erosion in the value of wages over the years,
(e)    To include GDS within the ambit of the 7th Central Pay Commission.
(f)     To revise the retirement benefits and accord pension maintaining parity in quantum in respect of past, present and future pensioners.
(g)    To extend the statutory defined benefit pension to those who have entered service after 1.1.2004.
(h)    To settle the anomalies raised in various fora of JCM on a priority basis and within a specified time frame.
(i)      To provide cashless/hazzle free Medicare to employees and pensioners.

The Government of India had convened a meeting of the Staff side representatives on 24.10.2013 to discuss the terms of reference.  The meeting took place at 3.00PM on 24th under the Chairmanship of Secretary, Personnel.  Besides the points mentioned above, the staff raised many other matters connected with the setting up of the CPC. viz. the inclusion of labour Representative as a Member of the Commission; the anomalous  situation brought about by the Grade pay based MACP Scheme; the requirement of a mechanism to settle the 6th CPC related anomalies;  the need to allow the proposals of Cadre Review to be examined by the Government independently without referring it to CPC;  to have members in the Commission who have gained  expertise to impart to the Commission the nuances and functional requirements of various Departments;  to relook at the new Pay Structure brought in by the 6th CPC in the light of the experience between 2008 to 2013 etc.  In conclusion the staff side requested the Government to provide it with a draft terms of reference taking into account the views placed by them.  It was also proposed by the Staff Side that on exchange of the draft terms of reference prepared by the Staff Side and the Official Side, a meeting with the Secretary, Personnel and Secretary, Expenditure could be arranged to iron out the differences, if any.

The Staff Side met again on 25th at its office and deliberated upon various views presented by different organisations and finalised the draft terms of reference. We shall publish the said draft terms of reference as and when the same is submitted to the Government.

It is obvious that despite the unanimous position taken by all the organisations, the Government may not necessarily agree with many of the basic issues, viz. Date of effect, merger of  DA, Interim Relief, Coverage of GDS etc.  We appeal to our affiliates/ State COCs to continue the campaign amongst the employees to generate necessary sanctions.
